The city plans up to 15 insulated modular shelters for homeless people at Weston Park this fall, paid for with $800,000 in federal money. Comments are due Oct. 23.
The City of Winston-Salem plans to put up to 15 modular shelters for people experiencing homelessness at Weston Park. The city expects to install them this fall. The park will stay open to the public.
The plan is set out in a combined public notice the city posted Oct. 8. It says the project will cost $800,000, all of it federal HOME-ARP money. Written comments are open until Friday, Oct. 23.
What the city plans
The notice describes “a small-scale temporary housing community utilizing modular shelters.” The details:
- Where: Weston Park, 3998 Southdale Ave., about four miles south of downtown
- How many: no more than 15 units
- What they are: prefabricated, insulated structures with private living space for one person or a small household
- How long: units are deployed for six-month periods
- When: the city expects to deploy them during fall 2026
- Cost: $800,000 in HOME-ARP funds, grant number M-21-DP-37-0204
The goal is “a small, well-managed community” that improves health and safety and helps people move into permanent housing, the notice said.
The notice also says Weston Park “will remain open to the public and will continue to function as a city park.”
Where the money comes from
HOME-ARP is a federal program that sent American Rescue Plan money to cities through the U.S. Department of Housing and Urban Development to house people experiencing homelessness. HUD describes it on its HOME-ARP program page.
To spend the money, the city must ask HUD to release it. The notice says the city will send that request on or about Saturday, Oct. 24.
The city has also found that the project will have “no significant impact on the human environment.” That means it does not need a full federal environmental impact statement. The full environmental review record is on file at the City-County Planning Board.
The deadlines
| Step | Date |
|---|---|
| City posts the notice | Oct. 8 |
| Last day for written comments to the city | Friday, Oct. 23 |
| City asks HUD to release the money | on or about Saturday, Oct. 24 |
| HUD takes objections | 15 days after it receives the request |
| Units deployed | fall 2026, the city expects |
HUD will only consider objections on narrow procedural grounds listed in the notice. One example is that the city skipped a step HUD’s rules require. The notice tells anyone planning to object to call HUD at 336-547-4000 to confirm the last day.
